Residential institutions are responsible for: 1. Knowing the possible consequences of their actions or failure to act regarding children in their care, including the possible consequences to an individual child when, because of the child’s circumstances, the possible consequences to him are greater than they would be to most children. 2. Providing the resources needed to prevent foreseeable harm to children. Not having the resources needed to prevent harm or threatened harm does not make the consequences accidental for the purposes of NRS 432B.020 .
