Disciplinary or other action: Notice; hearing; order.

1. If the Commissioner believes that grounds for denying a certificate of authority or for suspending or revoking a certificate exist, the Commissioner shall notify the organization for dental care in writing, specifying the grounds for the denial, suspension or revocation and fix a time for a hearing on the matter within 30 days after the notice. 2. After the hearing or upon the failure of the organization to appear at the hearing, the Commissioner shall enter a written order of the decision of the Commissioner which must be mailed by certified mail to the organization.
