“Video service provider” and “provider” defined.

1. “Video service provider” or “provider” means any person that provides or offers to provide video service over a video service network to subscribers in this State. 2. The term includes, without limitation: (a) An incumbent cable operator or other cable operator; (b) A community antenna television company; and (c) A multichannel video programming distributor.
