Rule 3769-4-33. Minority opinion

119.03 Should the stewards disagree, a vote will be taken and the decision of the majority will stand. The notation that there was a minority opinion will be made by the dissenting person in a report to the commission. If there is no majority decision, the question or problem will be submitted to the commission.
