119.03 No person shall operate or permit the operation of any powered vessel at a speed greater than idle speed upon the waters of the Licking river within the confines of Blackhand gorge state nature preserve from the Toboso road bridge (county road 273) upstream to the confluence of Brushy Fork creek and the Licking river.
