Rule 3701-43-19. Third-party payments

119.03 Notwithstanding any contract provision to the contrary, any bureau payments for costs of treatment, supportive services, accessories and their upkeep, shall be in excess of and secondary to payments of any third-party payor, and therefore any bureau payments for costs shall be made after all third-party payment sources are exhausted.
