119.03 Owners or operators shall test all new tanks and ancillary equipment for tightness before the tanks and ancillary equipment are placed in use. If the owner or operator finds a tank system that is not tight, the owner or operator shall perform all repairs necessary to remedy the leaks in the system before the owner or operator covers, encloses, or places the tank system in use.
