A small quantity handler of universal waste is: (A) Prohibited from disposing of universal waste; and (B) Prohibited from diluting or treating universal waste, except: (1) By responding to releases as provided in rule 3745-273-17 of the Administrative Code; or (2) By managing specific wastes as provided in rule 3745-273-13 of the Administrative Code.
