A large quantity handler of universal waste is prohibited from: (A) Disposing of universal waste; and (B) Diluting or treating universal waste, except by responding to releases as provided in rule 3745-273-37 of the Administrative Code; or by managing specific wastes as provided in rule 3745-273-33 of the Administrative Code.
