All patients under physician's or licensed independent

practitioner's care (a) The governing body shall be responsible for establishing a policy which requires that every patient shall be under the care of a physician or licensed independent practitioner. (b) Patients shall be admitted to the hospital only upon the recommendation of a physician or licensed independent practitioner. (c) A physician or licensed independent practitioner shall be on duty or on call at all times, and physically available if needed within twenty (20) minutes at the most.
