Prior to the first contact and after each revision of the visit and contact plan developed under OAR 413-070-0860, the Department must explain the following to the family, substitute caregiver, and the child or young adult, unless it is not appropriate to do so, based on the age and developmental level of the child or young adult: (1) The rights and expectations regarding child-family contact and sibling visitation and contact, including its importance to the child or young adult; (2) The reason for the level of supervision during visits; and (3) The availability of reasonable modifications and auxiliary aids or services to facilitate visitation.
