(1) The following operating principle applies to clams in the Yaquina River Basin: The Department shall promote optimum use of the clam resource. (2) In accordance with this operating principle, it is the objective of the Department to maintain the abundance, diversity, and habitat of each clam species in Yaquina Bay.
