State-owned lands are available for mineral leases if: (1) A certified or proven discovery has been made under an exploration permit; or (2) A nearby discovery warrants inclusion of the state land in a unit agreement or in competitive bidding as provided in these rules; or (3) The lands have been formally classified by the State Land Board, or the Division, for minerals leasing.
