elevators Located in Sidewalks or other Areas Exterior to the Building. Locks, if provided on horizontally hinged doors and vertically lifting covers in sidewalks or other areas exterior to the building, shall be of the spring type and shall be automatically unlocked by the bow iron or stanchions on the car. (See Part IV, Section 401, Rule 401.5a). Exception: Locking devices of a type which will permit operation of the elevator to open the doors or covers only if the locking device is in the unlocked position.
