It is the mechanism to be used when the Department or anyone of its institutional units have
the need of acquiring any good or nonprofessional services by means of a summon to request
proposals. It proceeds for the acquisition of goods and services pursuant to the public policy of
the Commonwealth of Puerto Rico.
