TRANSIT Pursuant to Article 5(a)(4) of the Act, Cruise Owner shall be entitled to an incentive equal to one dollar ($1.00) per passenger aboard every cruise ship operated by the given Cruise Owner in transit that remains in the Ports of Puerto Rico for a period of at least eight (8) consecutive hours and pays the applicable tariff at the port during the entire fiscal year.
