Federal Custom Dues on Cargo from Foreign Countries. Any Abandoned Cargo or motorized vehicles imported from foreign countries subject to the payment of U.S. Federal custom tariffs, which have to be sent to bonded warehouses, will be dispatched from the Pier only after completing coordination between the U.S. Customs Inspector, the Port Administrator, and the Vessel Owner, Vessel Agent, or Vessel Captain. Cargo and/or motorized vehicles will be dispatched from the Pier to the bonded warehouse prior endorsement of the U.S. Bureau of Customs and applicable forms completed. The Port of Mayagüez will, in turn, proceed to bill the Vessel Owner, Vessel Agent, or Vessel Captain for the Demurrage accrued up to the exit day of Cargo and/or motorized vehicles from the Port's facilities. The Port Administrator will keep in contact with the U.S. Customs and Border Patrol to ensure that said Cargo is not dispatched from a bonded warehouse until the Vessel Owner, Vessel Agent, or Vessel Captain has duly paid Demurrages accrued to the Port of Mayagüez. The bonded warehouse will assume responsibility for Demurrages accrued if at any time 'it dispatches Cargo to the consignee of the Cargo, without requesting clearance for Cargo removal, supported by the payment of Demurrages accrued and U.S. Federal Customs dues.
