E. Notwithstanding anything else provided to the contrary in this Regulation, the Ports Authority reserves the faculty, at all times, to allow the inspection by scanning of: (i) any Inbound Cargo Container subject to a court order from a court of competent jurisdiction requiring its inspection; (ii) any Inbound Cargo Container that there is just cause to require its inspection; (iii) any closed Inbound Cargo Container that the Department of the Treasury requires pursuant to statutory, regulatory and administrative powers L. Nothing provided for in this Regulation is designed to interfere with the jurisdiction of the federal government to enforce federal law including, but not limited to, border security and international trade.
