Spring buffers or cars and counterweights shall
be capable of supporting, without being compressed
solid, a static load having a minimum of twice the
total weight of:
a. The car and its rated load for car buffers.
b. The counterweight for counterweight buffers.
The buffer shall be compressed solid with a
static load of three (3) times the weight of:
a. The car and its rated load for car buffers.
b. The counterweight for counterweight buffers.
