The Government Unit shall receive guidance and support from SOEP throughout the process. SOEP
can help the Government Unit identify if an ESPC is feasible for the Project Site. This can include a
general introductory discussion on ESPC with respect to a Government Unit's facilities, a review of
the facility information and a potential site visit.
