All Qualified ESCOs will be provided equal access and fair opportunity to compete for ESPCs in an
open and transparent process. A step-by-step description of the ESCO selection process used to select
an ESCO from the Qualified ESCO Registry is included in Section 5.04. This process demonstrates
a minimal procurement requirement on a review if each ESCO's qualifications and allows a selection
based on a Notice of Interest (NOI) prior to a Request for Proposal (RFP).
