REGLAMENTO CONJUNTO ESPECIAL PARA LA EVALUACION Y PERMISOS DE PROYECTOS DURANTE UN ESTADO DE EMERGENCIA DECLARADO, AL AMPARO DE LA LEY 76 DE 5 DE MAYO DE 2000, SEGUN ENMENDADA (REGLAMENTO DE PLANIFICACION NUM. 36). El proposito de este Reglamento es establecer procedimientos y terminos alternativos para el tramite expedito de permisos, recomendaciones, consultas y/o certificaciones relacionadas a la orden de estado emergencia, definido en este Reglamento y a las disposiciones de la Ley 76, supra, y/o relacionada con Declaraciones Presidenciales.

Waiver Request
Every request for an emergency waiver in relation to a project that could be
categorized as a critical project must include at least the following:
1. Project Description, including a project summary, conceptual design,
if applicable, and a location map of the project using the government
geographic coordinate system adopted practices.
2. Explain how the proposed action solves or alleviates the declared state
of emergency.
3. To certify, if applicable, that the proposed action qualifies as a
Categorical Exclusion. Otherwise, the corresponding environmental
document must be submitted.
4. Indicate permits, certifications, authorizations, licenses and/or
consultations for which the emergency waiver is requested.
5. Projects to be evaluated under the provisions of this state of
emergency are dismissed of the payment requirement related to the
permitting, land use consultation and/or certifications.
