ENFORCEMENT This rule is enacted under $2.13 of the Uniform Administrative Procedure Act of the Government of Puerto Rico, which allows an Agency to adopt an emergency rule without previously compliance with the enactment procedure established by law. Therefore, this rule will have full force and effect and can be implemented as of the date of filing in the Department of State of the Government of Puerto Rico.
