and a new subsection H is added to said Section III of Market Regulation No. 5, Revised, "To Regulate the Canning of Gandures and Their Marketing in the Commonwealth of Puerto Rico and to Repeal Market Regulation No. 5, Approved on January 4, 1955", approved on December 11, 1958, as amended, to read as follows:
