Department of Business Regulation 1511 Pontiac Avenue Cranston, RI 02920 Insurance Bulletin Number 2006-1 Rhode Island Workers’ Compensation Insurance Coverage Certification Temporary Employment Agency/Employee Leasing Company Effective January 1, 2006, R.I.G.L. § 28-29-2(6)(iv) requires insurers of temporary employment agencies or employee leasing companies to issue a valid "Rhode Island Workers' Compensation Insurance Coverage Certification" (Form DWC-09), to the client companies. The coverage certification must be issued by the insurance carrier and will validate that coverage is currently in effect. Insurance agencies are not permitted to sign the coverage certificate; it must be signed by an authorized insurance carrier representative. Additionally, upon the cancellation or failure to renew the insurance policy, the insurer having written the workers' compensation and employer's liability policy shall notify the client company and the Department of Labor and Training of the cancellation or failure to renew.
