Department of Business Regulation 1511 Pontiac Avenue, Bldg. 69-2 Cranston, RI 02920 Insurance Bulletin Number 2007-3 Mandatory Use of SERFF and EFT The Insurance Division is committed to enhancing Speed to Market for all lines of insurance. Speed to Market will only be realized through the use of electronic filings. The best way to achieve this is through SERFF (System for Electronic Rate and Form Filing) and Electronic Funds Transfer (EFT). Effective October 1, 2007 the Insurance Division will no longer be accepting paper rate, rule or form filings. This applies to all lines of insurance. All rate, rule and form filings submitted on or after October 1, 2007 will need to be made via SERFF. All fees due in connection with such filings must be paid with Electronic Funds Transfer (EFT).
