Temporary Insurance Producer License during COVID-19 emergency

Department of Business Regulation Insurance Division 1511 Pontiac Avenue, Bldg. 69-2 Cranston, Rhode Island 02920 Insurance Bulletin Number 2020-6 Remote Exams and Cessation of Temporary Insurance Producer Licenses Beginning April 24, 2020 the Department offered a Temporary Insurance Producer License in accordance with R.I. Gen. Laws § 27-2.4-13 in response to the lack of availability of exams due to the COVID-19 emergency. Physical exam locations have reopened in Rhode Island and as of this date, there is no delay in scheduling an in-person exam. In addition, beginning August 11, 2020, Rhode Island will be offering an alternative to in-person exams and individuals will be able to schedule a web based remote proctored exam. Applicants that wish to take the exam in this manner should review the requirements by visiting PearsonVue. Applications in consideration of a temporary license will end August 30, 2020. Any person applying for a temporary license in the interim should review the following criteria: Qualifications of Applicant • Must be a RI resident. • Must have a verifiable sponsoring insurer who assumes responsibilities for all acts of the temporary licensee pursuant to R.I. Gen. Laws § 27-2.4-13(b). • Must carry and maintain errors & omissions insurance pursuant to R.I. Gen. Laws § 27- 2.4-23. • Must provide certification of an acceptable prelicensing course and successful passage of the examination related to that course. • Must explain why they are unable to obtain a license through the ordinary channels which include taking and passing the examination. Limitations of License • The license will automatically expire 180 days from the date of issue; no exceptions. • The license is not renewable. Archived 2 • The license is convertible to an equivalent traditional insurance producer license without an additional fee if the examination and background qualifications are met before its expiration date. There will be no extensions or exceptions to this requirement. • The license does not qualify for a reciprocal non-resident license in any other state or jurisdiction. • The license will not be issued unless the candidate can establish that (s)he is unable to take the required examination within a reasonable period of time due to verifiable extenuating circumstances. The Department will consider each of these requests on a case-by-case basis. Please note that no consideration will be given to a person that has taken and not passed the examination. Instructions • An individual may submit a request for consideration via email to dbr.inslic@dbr.ri.gov. Persons who have been granted a temporary license should contact our licensing team upon passing the exam and submit a B.C.I. to dbr.inslic@dbr.ri.gov before the expiration of the temporary license (absolutely no exceptions).
