200-RICR-20-20-1. Regulations Governing the Certification of Educators in Rhode Island (version Amendment, 07/14/2010 to 01/01/2012)

The Administrator of Curriculum/Instruction certificate is valid for service as an Administrator of Instruction and/or Curriculum
in the public schools of the State of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years until regular employment is secured. To be issued a CEE as an administrator of curriculum/instruction
an individual needs to satisfy all of the following:
A. An advanced degree-Doctorate Degree, Certificate of Advanced Graduate Study, or a Master’s Degree to include
course work in each of the following areas of study: Learning Theory; Curriculum Theory, Design, and Development;
Supervision Theory, Application and Practice; Instructional Theory, Application and Practice; Research and Evaluation
Related to Curriculum and Supervision of Instruction.
B. Eligibility for a Rhode Island teaching certificate.
C. Six years of professional education experience to include at least three years of documented teaching experience.
Individuals who do not renew their CEE or Professional Certificate within six (6) months from the date of expiration may
be required to complete additional requirements under new regulations to re-instate the expired certificate.
II.
Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year
professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. Professional certification may be renewed with the submission of a completed application and payment of the renewal
fee.
Applicable to certificates expiring after August 31, 2010.
ADMINISTRATOR OF
CURRICULUM/INSTRUCTION CERTIFICATE
ADMINISTRATOR OF SPECIAL EDUCATION CERTIFICATE
The Administrator of Special Education certificate is valid for service as a supervisor, director, coordinator, and a principal in a
field of special education in the public schools of Rhode Island, as established under rules and regulations of the State Board of
Regents.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years until regular employment is secured. To be issued a CEE as an administrator of special education an
individual needs to satisfy all of the following:
A. Master’s Degree in Special Education, or a Master’s Degree in any field of education with fifteen graduate level credits
in special education as part of or beyond the Master’s Degree from an accredited or approved institution of higher
education as defined in these regulations.
B. Eligibility for a Rhode Island special education teaching certificate, school social worker certificate, speech/language
pathologist certificate or school psychologist certificate.
C. Three (3) years of documented teaching experience in special education.
D. Nine (9) semester hours of graduate level course work in Educational Administration of Special Education Programs;
Supervision of Personnel; and Curriculum Development and Evaluation K-12.
II.
Professional Transitional Certificate - valid for one year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one year professional
certificate. When applying for a one year professional transitional certificate the applicant must submit the CEE along
with documentation from the employing authority that regular employment has been secured in the certification area of
the CEE.
B. The one year professional transitional certificate may be renewed annually with the submission of a completed
application and payment of the renewal fees.
Applicable to certificates expiring after August 31, 2010
EARLY CHILDHOOD CERTIFICATE
The early childhood teaching certificate is valid for teaching Early Childhood Education in the public
schools of Rhode Island. Early Childhood encompasses preschool programs through grade two.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to
seek regular employment in the public schools of Rhode Island for the field identified on the CEE.
The CEE is also valid for service as a substitute teacher. If regular employment is not secured in the
three (3) year period, the CEE can be renewed every three (3) years until regular employment is
secured. To be issued a CEE in early childhood education an individual needs to satisfy all of the
following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in
these regulations.
B. Graduate of an approved program for the preparation of early childhood school teachers within the
previous one year from the date of application. Applicants who have not completed an approved
program can be certified by transcript analysis by presenting evidence of six (6) semester hours of
student teaching in the early childhood grades and not less than twenty-four semester hours of
course work to include work in each of the following areas; Child Growth and Development,
Curriculum and Methods in Early Childhood Education, Reading Readiness and Developmental
Reading, Health and Nutrition for the Young Child; Child, Family, and Community Relationships;
and Identification of and Service to Special Needs Children. The student teaching requirement may
be waived for an applicant who has had two or more documented years of successful teaching
experience in an approved early childhood setting. Certified teachers who have had two or more
years of teaching experience and who seek early childhood certification may fulfill the student
teaching requirement by completing a one-year supervised internship at the early childhood level.
After completing the necessary course work for the early childhood certificate, and arranging
through the local community for a one-year internship, the Superintendent of Schools may request
the issuance of a one-year professional certificate. The Department of Education must approve the
internship in advance and the supervisor must have at least three (3) years of teaching experience.
Upon successful completion of the internship, the individual will be issued a one (1) year
professional transitional certificate.
C. Applicants who have not been previously certified in the State of Rhode Island must achieve a
score of 171 on the Education of Young Children (0021) and 169 on the Early Childhood Content
Knowledge Test (0022). The Elementary Content Knowledge Test (0014) with a score of 145 and
the Elementary Content Areas Exercises Test (0012) with a score of 148 also meet the test
requirement for this area of certification.
II.
Professional transitional certificates – valid for one year.
A. The professional transitional certificate is issued to individuals who secure regular employment in
the public schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE
is used to request a one year professional transitional certificates. When applying for a one year
professional transitional certificates the applicant must submit the CEE along with documentation
from the employing authority that regular employment has been secured in the certification area of
the CEE.
B. The professional transitional certificates may be renewed annually with the submission of a
completed application and payment of the renewal fees.
Applicable to certificates expiring after August 31, 2010
EARLY CHILDHOOD SPECIAL EDUCATOR
(Birth through Kindergarten)
The early childhood special educator certificate is valid for service as a teacher of children birth through
kindergarten who has disabilities (mild, moderate to severe/profound) in the public schools of Rhode Island. This
certificate is also valid for service as a diagnostic prescriptive teacher (DPT) for this population.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid
for service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE
can be renewed every three (3) years until regular employment is secured. To be issued a CEE in early
childhood special education an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. Eligibility for a Rhode Island Early Childhood Teacher’s certificate.
C. Graduate of an approved program for the preparation of early childhood special education school teachers
within the previous five (5) years from the date of application. Applicants who have not completed an
approved program can be certified by transcript analysis by presenting evidence of six (6) semester hours of
student teaching in the early childhood grades and not less than twenty-four semester hours of course work
to include work in each of the following areas; Introduction to Exceptional Children; Orientation to Early
Childhood Special Education; Behavior Management; Motor, Communication and Cognitive Skills
Development; Methods of Supporting and Involving Families with Children Who Have Special Needs;
Assessment of Young Children with Disabilities; Curriculum and Methodologies in Early Childhood Special
Education; and Medical Aspects of Disabilities. The student teaching requirement may be waived for an
applicant who has had two or more documented years of successful teaching experience in an approved early
childhood special education setting. Certified teachers who have had two or more years of teaching
experience and who seek Special Educator-Early Childhood level certification may fulfill the student
teaching requirement by completing a one-year supervised internship at the special educator-early childhood
level. After completing the necessary course work for the Special Educator-Early Childhood Level
certificate, and arranging through the local community for a one-year internship, the Superintendent of
Schools may request the issuance of a one-year professional certificate. The Department of Education must
approve the internship in advance and the supervisor must have at least 3 years of teaching experience.
Upon successful completion of the internship, the individual will be issued a one (1) year professional
transitional certificate.
Applicants who have not been previously certified in the State of Rhode Island must achieve a score of 171
on the Education of Young Children Test (0021) and 169 on the Early Childhood Content Knowledge Test
(0022).

regular employment has been secured in the certification area of the CEE. Upon securing regular
employment, the educator must write and get approved a one year Individual Professional Development Plan
(I-Plan).
B. The professional transitional certificate may be renewed annually with the submission of a completed
application and payment of the renewal fees.
Applicable to certificates expiring after August 31, 2010
ELEMENTARY TEACHING CERTIFICATE
The elementary teaching certificate is valid for service in grades one through six in the public schools of
Rhode Island and where grades seven and eight are organized on the elementary school plan.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to
seek regular employment in the public schools of Rhode Island for the field identified on the
CEE. The CEE is also valid for service as a substitute teacher. If regular employment is not
secured in the three (3) year period, the CEE can be renewed every three (3) years until regular
employment is secured. To be issued a CEE in elementary education an individual needs to
satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as
defined in these regulations.
B. Graduate of an approved program for the preparation of elementary school teachers within the
previous five (5) years from the date of application. Applicants who have not completed an
approved program can be certified by transcript analysis by presenting evidence of six (6)
semester hours of student teaching in the elementary grades and not less than twenty-four
semester hours of course work to include work in each of the following areas; Child Growth
and Development, Methods and Materials of Teaching Math, Science, Social Studies, Reading,
Language Arts in the Elementary Schools, The Arts, Identification and Service to Special Needs
Children, and Foundations of Education. The student teaching requirement may be waived for
an applicant who has had two or more documented years of successful teaching experience in
an approved elementary setting. Certified teachers who have had two or more years of teaching
experience and who seek elementary certification may fulfill the student teaching requirement
by completing a one-year supervised internship at the elementary level. After completing the
necessary course work for the elementary certificate, and arranging through the local
community for a one-year internship, the Superintendent of Schools may request the issuance of
a one-year professional certificate. The Department of Education must approve the internship
in advance and the supervisor must have at least 3 years of teaching experience. Upon
successful completion of the internship, the individual will be issued a one year professional
transitional certificate.
C. Applicants who have not been previously certified in the State of Rhode Island must achieve a
score of 145 on the Elementary Content Knowledge Test and 148 on the Elementary Content
Area Exercises Test.
II.
Professional Transitional Certificate – valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment
in the public schools of Rhode Island. Upon securing regular employment in Rhode Island, the
CEE is used to request a one year professional transitional certificate. When applying for a one
year professional transitional certificate the applicant must submit the CEE along with
documentation from the employing authority that regular employment has been secured in the
certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a
completed application and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
ELEMENTARY PRINCIPAL’S CERTIFICATE
The Elementary Principal certificate is valid for service as a principal or assistant principal in the public elementary schools or
middle schools of the state of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years (see note one) until regular employment is secured. To be issued a CEE as an elementary principal an
individual needs to satisfy all of the following:
A. Master’s Degree from an accredited institution of higher education as defined in these regulations.
B. Eligibility for a Rhode Island elementary teaching certificate.
C. Three years documented professional education experience in the elementary/middle grades.
D. Graduate of an approved program for the preparation of elementary school principals within the previous five (5) years
from the date of application. Applicants who have not completed an approved program can be certified by transcript
analysis by presenting evidence of having completed not less than twenty-four (24) semester hours of graduate level
course work to include work in each of the following areas: School/Community Relations, Elementary Curriculum
Development, Organization and Administration of the Elementary School, Supervision of Instruction, Supervision and
Evaluation of Professional Staff, Educational Research, Program Evaluation, Fiscal Planning and Management, School
Law (Federal and State Laws and Regulations).
II.
Professional transitional certificate – valid for one year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a five (5) year
professional transitional certificate. When applying for a one year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. The professional transitional certificate may be renewed every annually with the submission of a completed application
and payment of the renewal fees.
Applicable to certificates expiring after August 31, 2010
ENGLISH AS A SECOND LANGUAGE SPECIALIST
The English as a Second Language Specialist certificate is valid for service as an English as a Second
Language Specialist (self-contained or resource model program) in all grades (PK-12) of the public schools
of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to
seek regular employment in the public schools of Rhode Island for the field identified on the CEE.
The CEE is also valid for service as a substitute teacher. If regular employment is not secured in the
three (3) year period, the CEE can be renewed every three (3) years (see note one) until regular
employment is secured. To be issued a CEE as an English as a second language specialist an
individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in
these regulations.
Graduate of an approved program for the preparation of English as a Second Language Specialist
within the previous five (5) years from the date of application. Applicants who have not completed an
approved program can be certified by transcript analysis by presenting evidence of six (6) semester
hours of student teaching as a English as a Second Language and not less than twenty-four semester
hours of course work to include work in each of the following areas: Human Growth and Development,
Identification and Service to Special Needs Students, Introduction to English Linguistics, Theories of
First and Secondary Language Acquisition, Curriculum and Methods for ESL Programs, Second
Language Assessment and Evaluation, Socio-Cultural Foundations of ESL Education, and Second
Language Literacy for LEP Learners. The student teaching requirement may be waived for an
applicant who has had two or more documented years of successful teaching experience in an approved
English as a second language setting. Certified teachers who have had two or more years of teaching
experience and who seek English as a Second Language certification may fulfill the student teaching
requirement by completing a one-year supervised internship at the English as a second language level.
After completing the necessary course work for the English as a Second Language certificate, and
arranging through the local community for a one-year internship, the Superintendent of Schools may
request the issuance of a one-year professional transitional certificate. The Department of Education
must approve the internship in advance and the supervisor must have at least 3 years of teaching
experience. Upon successful completion of the internship, the individual will be issued a one year
professional transitional certificate.
B. Applicants who have not previously been certified in the State of Rhode Island must achieve a
score of at least 167 on the Principles of Learning and Teaching test, K-6 or the Principles of
Learning and Teaching test, 7-12 prior to being certified. Only one test is required.
II.
Professional transitional certificate - valid for one year.
A. The professional transitional certificate is issued to individuals who secure regular employment in
the public schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE
is used to request one year professional transitional certificate. When applying for a one year
professional transitional certificate the applicant must submit the CEE along with documentation
from the employing authority that regular employment has been secured in the certification area of
the CEE.
B. The professional transitional certificate may be renewed annually with the submission of a
completed application and payment of the renewal fees.
Applicable to certificates expiring after August 31, 2010.
READING SPECIALIST/CONSULTANT CERTIFICATE
The Reading Specialist/Consultant certificate is valid for service in the public schools of Rhode Island as follows:
1. Diagnosis and remediation of reading disability cases at the elementary and/or secondary level.
2. Teaching of developmental reading at the secondary level.
3. Implementation of reading programs K-12 as consultant to the classroom teacher.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular employment in the
public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service as a substitute teacher. If
regular employment is not secured in the three (3) year period, the CEE can be renewed every three (3) years until regular
employment is secured. To be issued a CEE as a reading specialist/consultant an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. Eligibility for a Rhode Island teacher’s certificate.
C. Master’s Degree in reading or completion of twenty-four semester hours of graduate level course work in reading
which must include course work in the Diagnosis and Remediation of Reading Disability, The Supervision of
Reading Programs, Research in Reading, and a minimum of six semester hours in a Reading Clinic or Practicum.
D. Three years of documented classroom teaching experience.
II.
Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1)
year professional transitional certificate. When applying for a one (1) year professional transitional certificate the
applicant must submit the CEE along with documentation from the employing authority that regular employment
has been secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed-with the submission of a completed application
and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
READING SUPERVISOR/DIRECTOR CERTIFICATE
The Reading Supervisor/Director certificate is valid for service as a reading supervisor, director, or coordinator of
reading programs in the public schools of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for
service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be
renewed every three (3) years until regular employment is secured. To be issued a CEE as a reading
supervisor/director an individual needs to satisfy all of the following:
A. Eligibility for a Rhode Island professional reading specialist/consultant certificate.
B. Nine semester hours of graduate level course work in educational administration in the areas of Supervision
of Personnel, Educational Program Planning, and Curriculum Development and Evaluation.
II.
Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a
one (1) year professional transitional certificate. When applying for a one (1) year professional transitional
certificate the applicant must submit the CEE along with documentation from the employing authority that
regular employment has been secured in the certification area of the CEE.
B. The one-year professional transitional certificate may be renewed with the submission of a completed
application and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
SCHOOL BUSINESS ADMINISTRATOR
The School Business Administrator certificate is valid for service as an administrator of business and finance and in the public
schools as established under rules and regulations of the State Board of Regents.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years until regular employment is secured. To be issued a CEE as a school business administrator an
individual needs to satisfy all of the following:
A. A bachelor degree or an advanced degree in business administration from an accredited or approved institution as
defined in these regulations or a bachelor degree in another area with a minimum of 24 credits in business to include at
least 9 credits in accounting, 3 credits in finance, 3 credits in management and 9 credits in at least two of the following
areas: marketing, law, human resources, school finance, school plant planning or information systems.
B. Three (3) years of documented professional experience in financial management or in school business operations.
II.
Professional Transitional Certificate – valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year
professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. The professional certificate may be renewed with the submission of a completed application and payment of the
renewal fee.
EXEMPTION:
Those individuals continually employed as chief school business administrators as of December 31, 2001 are exempted from
these regulations. However, those individuals who leave the position of School Business Administrator after December 31,
2001 and then wish to return cannot do so unless they meet current regulations.
Applicable to certificates expiring after August 31, 2010.
SCHOOL COUNSELOR’S CERTIFICATE
The School Counselor certificate is valid for service as a school counselor in grades PK-l2 in the public schools of the State of
Rhode Island.
I. Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular employment in the
public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service as a substitute teacher. If
regular employment is not secured in the three (3) year period, the CEE can be renewed every three (3) years until regular
employment is secured. To be issued a CEE as a school counselor an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. An advanced degree in an approved program in school counseling within 5 years from the date of application or a
Master’s Degree from an accredited or an approved institution as defined in these regulations and completion of
twenty-four (24) semester hours of graduate level coursework in school counseling which must include course
work in Introduction to Pupil Personnel Service, Techniques of Counseling, Psychological and Educational
Assessment, Vocational and Educational Placement and a minimum of a 3 semester hour internship in school
counseling.
C. Eligibility for a Rhode Island teacher’s certificate.
D. Two years of documented teaching experience at the elementary or secondary level.
II. Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1)
year professional transitional certificate. When applying for a one (1) year professional transitional certificate the
applicant must submit the CEE along with documentation from the employing authority that regular employment
has been secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed application
and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
SCHOOL NURSE TEACHER
The school nurse teacher certificate is valid for service as a school nurse-teacher and health teacher in
grades PK-12 of the public schools of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to
seek regular employment in the public schools of Rhode Island for the field identified on the CEE.
The CEE is also valid for service as a substitute teacher. If regular employment is not secured in the
three (3) year period, the CEE can be renewed every three (3) years until regular employment is
secured. To be issued a CEE as a school nurse teacher an individual needs to satisfy all of the
following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in

II.
Professional Certificate - valid for one (1) year
A. The one (1) year professional certificate is issued to individuals who secure regular employment in
the public schools of Rhode Island. To be issued the one (1) year professional certificate the
individual must submit an application for a one (1) year professional certification, the CEE, and
documentation from the employing authority that regular employment has been secured in the
certification area of the CEE.
B. The one (1) year professional certificate can be renewed annually upon the completion of six (6)
semester hours of college credits in the following content areas: Introduction to Education of the
Exceptional Child, Principals of Program Design in Health Education, Organization and
Administration of School Health Programs, and Principles of Guidance.
III.
Professional Transitional Certificate - valid for one (1) year.
A. Completion of twenty-four semester hours of appropriate coursework for school nurse/teacher as
previously defined.
B. Two (2) years of experience as a school nurse/teacher.
Individuals who do not renew their Professional Certificate within six (6) months from the date of
expiration may be required to complete additional requirements under new regulations to re-instate
the expired certificate.
Applicable to certificates expiring after August 31, 2010.
SCHOOL PSYCHOLOGIST
The School Psychologist certificate is valid for service as a School Psychologist in grades PK-12 in the public
schools of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid
for service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE
can be renewed every three (3) years until regular employment is secured. To be issued a CEE school
psychologist an individual needs to satisfy all of the following:
A. An Advanced Degree in an approved program in School Psychology.
B. Twelve (12) semester hours of education course work in each of the following content areas: Foundations of
Education, Introduction to Education of the Exceptional Child, Curriculum and Instruction, and Reading.

The Secondary Principal certificate is valid for service as a principal or assistant principal in the public secondary schools or
middle schools of the state of Rhode Island.
I.

The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular employment in the
public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service as a substitute teacher. If

employment is secured. To be issued a CEE as a secondary principal an individual needs to satisfy all of the following:

Master’s Degree from an accredited institution of higher education as defined in these regulations.
B.
Eligibility for a Rhode Island secondary teaching certificate.
C.
Three years documented professional education experience in the middle/secondary grades.
D.
Graduate of an approved program for the preparation of secondary school principals within the previous five
(5) years from the date of application. Applicants who have not completed an approved program can be
certified by transcript analysis by presenting evidence of having completed not less than twenty-four (24)
semester hours of graduate level course work to include work in each of the following areas:
School/Community Relations, Secondary Curriculum Development, Organization and Administration of the
Secondary School, Supervision of Instruction, Supervision and Evaluation of Professional Staff, Educational
Research, Program Evaluation, Fiscal Planning and Management, School Law (Federal and State Laws and
Regulations).
II.

can be renewed every three (3) years until regular employment is secured. To be issued a CEE in secondary
education an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. Graduate of an approved program for the preparation of secondary education school teachers within the
previous five (5) years from the date of application. Applicants who have not completed an approved
program can be certified by transcript analysis by presenting evidence of six (6) semester hours of student
teaching in the secondary grades and not less than eighteen (18) semester hours of course work to include
work in each of the following areas: Adolescent Psychology, Secondary Methods, Measurements and
Evaluation, Identification of and Service to Special Needs Students, Teaching of Reading in the Content
Area, and Foundations of Education. The student teaching requirement may be waived for an applicant who
has had two or more documented years of successful teaching experience in an approved secondary setting.
Certified teachers who have had two or more years of teaching experience and who seek Secondary
certification may fulfill the student teaching requirement by completing a one-year supervised internship at
the secondary level. After completing the necessary course work for the secondary certificate, and arranging
through the local community for a one-year internship, the Superintendent of Schools may request the
issuance of a one-year professional certificate. The Department of Education must approve the internship in
advance and the supervisor must have at least 3 years of teaching experience. Upon successful completion
of the internship, the individual will be issued a one year professional transitional certificate.
C. Applicants who have not previously been certified in the State of Rhode Island must achieve a score of at
least 167 on the Principles of Learning and Teaching Test, 7-12 prior to being certified.

Within the 36 credits for Agriculture certification, the candidate must have course work in Plant Science, Animal
Science, Related Mechanics and Related Economics.

Within the 36 credits for Social Business certification, the candidate must have course work in Accounting,
Marketing, Management, Business Law, Introduction to Computer Science, Word (Document) Processing, and two
courses in Typewriting/Keyboarding.
SECRETARIAL BUSINESS
Within the 36 credits for Secretarial Business certification, the candidate must have course work in Accounting,
Marketing, Management, Business Law, Introduction to Computer Science, Word (Document) Processing,
Abbreviated Writing and Transcription, and two courses in Typewriting/Keyboarding.
ENGLISH
Within the 30 credits for English certification, the candidate must have course work in Composition, American
Literature, and English Literature.
HISTORY
Within the 30 credits for History certification, the candidate must have course work in History of Western
Civilization, United States History, European History, and a non-western history. Six semester hours may be
included in the Social Studies areas (see Social Studies).
FOREIGN AND CLASSICAL LANGUAGES
Within the 30 credits for a Foreign Language certification, the candidate must have course work in Elementary,
Intermediate and Advanced Grammar and Conversation, Literature, Culture and Civilization.
MATHEMATICS
Within the 30 credits for Mathematics certification, the candidate must have course work in the basic math areas of
Algebra, Geometry, Trigonometry, and Math course work in Number Theory, History of Math, Statistics, and two
courses in calculus. Course work in basic math areas may not be required for individuals who have completed 30
semester hours in Math with a sequence of higher level course work.
GENERAL SCIENCE
Within the 30 credits for General Science certification, the candidate must have course work in: Biology, Chemistry,
and Physics unless otherwise qualified by law.

Within the 30 credits for Biology certification, the candidate must have course work in Botany, Zoology,

hours of course work to include work in each of the following areas: Introduction to Education of
students who are deaf/hard of hearing; Psychology of students who are deaf/hard of hearing; Speech
Science and Audiology; Language for students who are deaf/hard of hearing; Communication for
students who are deaf/hard of hearing; Curriculum and Methods for students who are deaf/hard of
hearing; and Behavior Management. The student teaching requirement may be waived for an applicant
who has had two or more documented years of successful teaching experience in an approved
Deaf/Hard of Hearing setting. Certified teachers who have had two or more years of teaching
experience and who seek Deaf/Hard of Hearing certification may fulfill the student teaching

any class grades K through 8 in the public schools of Rhode Island. This certificate is also valid for service as a

hours of course work to include work in each of the following areas Introduction to Education of
Exceptional Students; Characteristics of Students with Special Needs; Behavior Management; Assessment of
Students who have mild/moderate disabilities; Curriculum and Methodologies for students who have
mild/moderate disabilities at the elementary and middle levels; Language and Speech Development;
Collaboration, Home/School/Community; and Teaching of Reading. The student teaching requirement may
be waived for an applicant who has had two or more documented years of successful teaching experience in
an approved special education elementary/middle setting. Certified teachers who have had two or more
years of teaching experience and who seek Special Education-Elementary/Middle level certification may
fulfill the student teaching requirement by completing a one-year supervised internship at the special
education-elementary/middle level. After completing the necessary course work for the Special Education-
Elementary/Middle Level certificate, and arranging through the local community for a one-year internship,
the Superintendent of Schools may request the issuance of a one-year professional certificate. The

on the Elementary Content Knowledge Test and 148 on the Elementary Content Area Exercises Test.

teaching requirement may be waived for an applicant who has had two or more documented years of
successful teaching experience in an approved special educator-middle/secondary setting. Certified
teachers who have had two or more years of teaching experience and who seek Special Educator-
Middle/Secondary Level certification may fulfill the student teaching requirement by completing a one-year
supervised internship at the special educator-middle/secondary level. After completing the necessary
course work for the Special Educator-Middle/Secondary Level certificate, and arranging through the local
community for a one-year internship, the Superintendent of Schools may request the issuance of a one-year
professional certificate. The Department of Education must approve the internship in advance and the
supervisor must have at least 3 years of teaching experience. Upon successful completion of the internship,
the individual will be issued a one year professional transitional certificate.
D. Applicants who have not previously been certified in the State of Rhode Island must achieve a score of at
least 167 on the Principles of Learning and Teaching Test, 7-12 prior to being certified.
II.
Professional Transitional Certificate - valid for one (1) years
A. The professional transitional certificate is issued to individuals who secure regular employment in the
public schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to
request a one (1) year professional transitional certificate. When applying for a one (1) year professional
transitional certificate the applicant must submit the CEE along with documentation from the employing
authority that regular employment has been secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed -with the submission of a completed
application and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
SPECIAL EDUCATOR OF STUDENTS WHO HAVE SEVERE/PROFOUND
DISABILITIES
The Special Educator-Severe/Profound certificate is valid for service in the public schools of Rhode Island as a teacher of
students with severe/profound disabilities age 3 through 21 or as a teacher of students with severe/profound disabilities
who are in any grade Pre-K through 12 whose educational program is focused primarily on mobility, communication, and
functional daily living skills. This certificate is also valid for service as a diagnostic prescriptive teacher (DPT) for this
population.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid
for service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE
can be renewed every three (3) years until regular employment is secured. To be issued a CEE in special
education-severe/profound education an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. Graduate of an approved program for the preparation of teachers of students with severe/profound disabilities
within the previous five (5) years from the date of application. Applicants who have not completed an approved
program can be certified by transcript analysis by presenting evidence of three hundred (300) clock hours** of
student teaching in the special-education-severe/profound grades and not less than thirty-nine (39) semester hours
of course work to include work in each of the following areas: Introduction to Education of Exceptional Students;
Characteristics of Students with Special Needs; Organization of Programs for students with severe or profound
disabilities; Observation, Assessment and Interpretation of Life Patterns; Applications of Child Development with
Emphasis on Mobility, Communication and Interaction; Curriculum and Methodologies for young students with
severe or profound disabilities (3-12); Curriculum and Methodologies for adolescents and young adults with
severe or profound disabilities (13-21+); Adaptations, Instructional Methodology, and Technology for students
with Physical Impairments and Sensory Impairments; Parents and surrogates with Emphasis on Roles and
Relationships; and Behavior Management; Foundations of Education, Teaching Reading in the Elementary
Grades; Teaching Language Arts in the Elementary Grades, and Teaching Math in the Elementary Grades. The
student teaching requirement may be waived for an applicant who has had two or more documented years of
successful teaching experience in an approved severe/profound setting. Certified teachers who have had two or
more years of teaching experience and who seek Special Educator-Severe/Profound certification may fulfill the
student teaching requirement by completing a one-year supervised internship at the severe/profound level. After
completing the necessary course work for the Special Educator-Severe/Profound certificate, and arranging
through the local community for a one-year internship, the Superintendent of Schools may request the issuance of
a one-year professional certificate. The Department of Education must approve the internship in advance and the
supervisor must have at least 3 years of teaching experience. Upon successful completion of the internship, the
individual will be issued a one (1) year professional transitional certificate.
**At least two hundred of these hours must be with students who have severe and/or profound disabilities and at
least one hundred hours must be with children who have physical and/or sensory impairments.
C. Applicants who have not been previously certified in the State of Rhode Island must achieve a score of 160 on the
Fundamental Subjects: Content Knowledge Test (0511).
II.
Professional Transitional Certificate – valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one
(1) year professional transitional certificate. When applying for a one (1) year professional transitional certificate
the applicant must submit the CEE along with documentation from the employing authority that regular
employment has been secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed application
and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
SPECIAL SUBJECTS CERTIFICATE
The special subjects certificate is valid for teaching the special subject(s) field listed below in grades PK-12 of the public schools
of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years until regular employment is secured. To be issued a CEE in special subjects education an individual
needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these regulations
B. Graduate of an approved program for the preparation of special subjects teachers within the previous five (5) years
from the date of application. Applicants who have not completed an approved program can be certified by transcript
analysis by presenting evidence of six (6) semester hours of student teaching in both the elementary and secondary
grades and not less than eighteen (18) semester hours of course work to include work in each of the following areas;
Human Growth and Development; Foundations of Education; Methodology (must include at least one course in the
Special Subjects field); Measurement and Evaluation; Identification of and Service to Special Needs Students; and the
Teaching of Reading in the Content Area. The student teaching requirement may be waived for an applicant who has
had two or more documented years of successful teaching experience in an approved special subjects setting. Certified
teachers who have had two or more years of teaching experience and who seek special subjects certification may fulfill
the student teaching requirement by completing a one-year supervised internship at the special subjects level. After
completing the necessary course work for the special subjects certificate, and arranging through the local community
for a one-year internship, the Superintendent of Schools may request the issuance of a one-year professional certificate.
The Department of Education must approve the internship in advance and the supervisor must have at least 3 years of
teaching experience. Upon successful completion of the internship, the individual will be issued a one (1) year
professional transitional certificate.
C. Applicants who have not previously been certified in the State of Rhode Island must achieve a score of at least 167 on
the Principles of Learning and Teaching test, K-6 or the Principles of Learning and Teaching test 7-12. Only one test is

Individuals who desire to secure certification in special subjects education by means of transcript evaluation will be required to
submit evidence that they have completed appropriate academic course work (see Preamble for required course work in each
academic area). The Certification Office will publish an updated list annually of academic content areas required for each
special subjects area of certification. This list of courses will take into consideration the desired distribution and appropriate
level of academic course work which must be completed by individuals desiring to teach in the special subject grades.

COURSE REQUIREMENTS IN THE SPECIAL SUBJECT FIELDS
FOR CERTIFICATION BY TRANSCRIPT EVALUATION
ART
Within the 36 credits for Art certification, the candidate must have courses to include work in each of the following content
areas: two courses in art history and studio course work in at least seven of the following nine areas: Drawing, Painting,
Design, Ceramics, Sculpture, Printmaking, Crafts, Photography, and Metals.
DANCE
Within the 24 credits for Dance certification, the candidate must have courses to include work in each of the following content
areas: the various types of Dance including ballet, ballroom, ethnic, folk, jazz, and modern; dance History; Dance
Production/Stagecraft; Choreography and Improvisation; and Human Anatomy.
HEALTH
Within the 24 credits for Health certification, the candidate must have courses to include work in each of the following content
areas: Human Physiology and Anatomy, Microbiology, Genetics, Personal Health, Substance Use and Abuse, First Aid, CPR,

LIBRARY/MEDIA
Within the 36 credits for Library/Media certification, the candidate must have courses to include work in each of the following
content areas: Introduction to Libraries, Library Administration, Selection and Organization of Library Materials/Equipment
(cataloging and classification), Production of Media, Reference Materials, School Library/Media Center, Multi-Media in the
Library, and Computer Literacy.
MUSIC
Within the 36 credits for Music certification, the candidate must have courses to include work in each of the following content
areas: Music Theory (Harmony, Sightsinging, Dictation, Counterpoint), Applied Music, Large Ensemble, Conducting, History
of Music, and Music Composition.
THEATRE
Within the 24 credits for Theatre certification, the candidate must have courses to include work in each of the following content

SPECIAL SUBJECT SUPERVISOR’S CERTIFICATE
The Special Subject Supervisor certificate is valid for service as a teacher and supervisor for the endorsed special subject field in
the public schools of Rhode Island. Special subjects are: Art, Dance, Health, Physical Education, Home Economics,
Technology Education, Library/Media, Music and Theatre.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service

needs to satisfy all of the following:
A. Master’s Degree, or thirty-six semester hours of approved study beyond a Bachelor’s Degree from an approved
institution as defined in these regulations.
B. Eligibility for a Rhode Island teacher’s certificate in the special subject field.
C. Fifteen semester hours of courses approved for administrative and supervisory service, including one or more courses
in the supervision of instruction in the special subject field.
D. Three years of documented teaching experience in the special subject field.
II.
Professional Transitional Certificate – valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year
professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed application and
payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
SPEECH/LANGUAGE PATHOLOGIST
The Speech/Language Pathologist certificate is valid for service as a speech/language pathologist in the public
schools of Rhode Island.*
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid
for service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE
can be renewed every three (3) years until regular employment is secured. To be issued a CEE as a
speech/language pathologist an individual needs to satisfy all of the following:
A. Bachelor’s Degree from an accredited or an approved institution of higher education as defined in these
regulations.
B. An Advanced Degree in Speech/Language Pathology from an accredited or an approved institution of higher
education, as defined in these regulations.
II.
Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a
one (1) year professional transitional certificate. When applying for a one (1) year professional transitional
certificate the applicant must submit the CEE along with documentation from the employing authority that
regular employment has been secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed
application and payment of the renewal fee.
Applicable to certificates expiring after August 31, 2010.
*The person holding this certificate meets requirements for a Speech/Language Pathologist as defined in the
Regulations of the Board of Regents Governing the Special Education of Handicapped Children.
SUPERINTENDENT OF SCHOOLS CERTIFICATE
The Superintendent certificate is valid for service as a Superintendent of Schools or Assistant Superintendent of schools in the
public schools of the State of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service
as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be renewed every
three (3) years until regular employment is secured. To be issued a CEE as a superintendent an individual needs to
satisfy all of the following:
A. An advanced degree - Doctorate, Certificate of Advanced Graduate Study, or a Master’s Degree. All applicants shall
present evidence of having completed not less than thirty-six semester hours of graduate level course work to include
work in each of the following areas: School/Community Relations, Curriculum Construction, Organization and
Administration of Schools, Supervision of Instruction, Supervision and Evaluation of Professional Staff, Educational
Research, Program Evaluation, School Plant Planning, and School Finance.
B. Eligibility for Rhode Island teacher’s certificate.
C. Eight years of documented educational experience to include both teaching and administration.
II.
Professional Transitional Certificate – valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year
professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed application and
payment of the renewal fee.

SUPERVISOR OF SCHOOL COUNSELORS CERTIFICATE
The Supervisor of School Counselors certificate is valid for service as a supervisor of school counseling programs for grades
PK-12 in the public schools of Rhode Island.
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular employment in the
public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for service as a substitute teacher. If
regular employment is not secured in the three (3) year period, the CEE can be renewed every three (3) years until regular
employment is secured. To be issued a CEE as a supervisor of school counselors an individual needs to satisfy all of the
following:
A. Master’s Degree from an accredited institution of higher education as defined in these regulations.
B. Eligibility for a Rhode Island school counselor’s certificate.
C. Three years of documented experience as a school counselor.
D. Nine (9) semester hours of graduate level course work in educational administration in the areas of Administration and
Organization of Counseling Programs; Supervision of Personnel; and Curriculum Development and Evaluation.
II.
Professional Transitional Certificate - valid for one (1) year.
A. The professional transitional certificate is issued to individuals who secure regular employment in the public schools of
Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year
professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant
must submit the CEE along with documentation from the employing authority that regular employment has been
secured in the certification area of the CEE.
B. The one year professional transitional certificate may be renewed with the submission of a completed application and
payment of the renewal fee.

VOCATIONAL EDUCATION TEACHER
The vocational education teacher certificate is valid for service in the secondary grades in the public schools of
Rhode Island as a vocational education teacher in the vocational field as established by the appropriate work
experience and written and practical exam. This certificate does not apply to teachers who teach in vocational
settings and are covered by separate certification. (E.G., Business Education, Home Economics, and agriculture).
I.
Certificate of Eligibility for Employment (CEE) – valid for three (3) years.
The initial certificate in Rhode Island for all areas of certification is a CEE. The CEE is used to seek regular
employment in the public schools of Rhode Island for the field identified on the CEE. The CEE is also valid for
service as a substitute teacher. If regular employment is not secured in the three (3) year period, the CEE can be
renewed every three (3) years until regular employment is secured. To be issued a CEE in vocational education an
individual needs to satisfy all of the following:
A. Diploma from a high school approved by the State Board of Regents for Education or a high school
equivalency diploma.
B. Appropriate work experience as recommended by the Rhode Island Vocational Credentials Review
Committee*
C. Written and practical exam administered by the Rhode Island Vocational Credentials Review Committee*
D. Twelve semester hours of the following professional education courses which are designed for the preparation
of vocational education teachers (Six of the twelve semester hours must be in the area of vocational methods
and curriculum): Methods and Curriculum in Teaching of Vocational Subjects; Educational Psychology;
History, Social, or Philosophical Foundations of Education and/or Principles of Education.
II.
Professional Certificate - valid for one (1) year.
A. The one (1) year professional certificate is issued to individuals who secure regular employment in the public
schools of Rhode Island. To be issued the one (1) year professional certificate the individual must submit an
application for a one (1) professional certificate, the CEE, and documentation from the employing authority
that regular employment has been secured in the certification area of the CEE.
B. The one (1) year professional certificate can be renewed annually upon the completion of six (6) semester
hours of college credits while matriculating in a bachelor’s degree program, if applicable. Individuals who
hold a bachelor’s degree must complete an additional twelve semester hours of college credits, six (6) credits
annually, in professional education course work for vocational educators. At least six (6) of the twelve (12)
credits must be in the area of Methods and Curriculum in the Teaching of Vocational Education and the
remaining six (6) credits can be in Educational Psychology, Historical, social or Philosophical Foundations of
Education and /or Principles of Education.
III.
Professional Transitional Certificate - valid for one (1) year.
A. Bachelor’s Degree from an accredited or approved institution of higher education as defined in these
regulations.
B. Twenty-four semester hours of professional education course work as defined in Section I & II above.
Individuals who do not renew their Professional Certificate within six (6) months from the date of expiration
may be required to complete additional requirements under new regulations to re-instate the expired
certificate.
*VOCATIONAL CREDENTIALS REVIEW COMMITTEE*
Appropriate work experience is defined as the length of an approved apprenticeship program plus one year’s of trade
experience or other such work experience, generally five (5) years, as recommended by the Rhode Island Vocational
Credentials Review Committee. The National Occupational Competency Testing Institute (NOCTI) provides the
written and practical exam required for vocational certification as recommended by the Rhode Island Vocational
Credentials Review Committee. When no exam is available for a vocational field the written and practical exam is
waived. Individuals holding specific licenses in an occupational field such as a Master’s Electrician License are not
required to complete the written and practical. Individuals applying for vocational certification who hold a
professional recognized license should inquire as to the need for the written and practical exam.
The purpose of the Rhode Island Vocational Credentials Review Committee is to provide technical assistance in an
advisory capacity to the Department of Education in the certification of vocational educators. This committee consists
of seven (7) members – one member representing the Department of Education, one member representing institutions
of higher education in Rhode Island preparing vocational educators, one member representing vocational teachers, one
member representing labor, one member representing business and industry, and one member representing the Rhode
Island School Superintendents’ Association, and one member representing the Association of Area Vocational Schools
Coordinators. Members of the Vocational Credentials Review Committee are appointed by the Commissioner of
Education and serve as the discretion of the Commissioner. The Vocational Credentials Review Committee provides
technical assistance and advice, when necessary, to the certification office in the following areas:
Appropriate work experience for vocational certification
Appropriate written and practical exam for vocational certification
Appropriate workshops and/or trade seminars for the purpose of coordinating the granting of college credits
for these experiences
Appropriate waiver of written and practical exam when an exam for the occupational area has not been
developed.
Teachers holding vocational certification prior to October 1, 1981 are exempt from the requirement of a written and
practical exam unless they seek certification in another vocational field.
