An exchange of money or other articles of value in consideration of a transfer of vehicle registration plates from one party to another is expressly prohibited. II. A violation of this rule will result in an immediate suspension, and revocation of the plates in question, as well as the invocation of any other penalties provided by law. -2- 5.0 – Severability These regulations are hereby declared to be severable, and if any portion of these rules and regulations shall at any time be declared to be unconstitutional or otherwise unenforceable, no other portion of such rules shall be affected thereby.
