RULES AND REGULATIONS REGARDING TEMPORARY LICENSE PLATES
1.0 – ORGANIZATIONAL RULES
1.1 – AUTHORITY
Pursuant to Section 31-2-4 and Section 42-35-4(b) (2) of the Rhode Island General
Laws, the Rhode Island Department of Transportation hereby amends the Rules and
Regulations Regarding Temporary License Plates, issued October 31, 1983, and adopts the
following Rules and Regulations. Any and all such regulations previously promulgated are
hereby rescinded.
2.0 – RULES AND REGULATIONS REGARDING TEMPORARY LICENSE PLATES
2.1 - PURPOSE
I.
The Rhode Island Department of Transportation, Division of Motor Vehicles
shall issue a temporary license plate, for a period of one hundred twenty (120)
hours from the time of issuance to a motor vehicle for one or more of the
following listed below:
A. A vehicle purchased by a Rhode Island motorist from a private party, if
said vehicle was last registered in another state, for the purpose of
transporting said vehicle to the proper facility for VIN verification.
B. An unregistered vehicle being transported to a police department for VIN
verification.
C. An unregistered vehicle being transported from a police department to a
Division of Motor Vehicles’ inspection station for VIN verification.
D. An unregistered out-of-state motor vehicle from out-of-state being
transported to a local police department for VIN verification.
E. An unregistered out-of-state motor vehicle from out-of-state being
transported from a police department to a Division of Motor Vehicles’
inspection station of VIN verification.
F. An unregistered salvage vehicle being transported to a Division of Motor
Vehicles’ inspection station for VIN verification.
G. An unregistered special-type motor vehicle being transported to a weigh
station to obtain exact gross weight that must be known before registration.
H. An unregistered special mobile equipment being transported to a weigh
station to obtain exact gross weight that must be know before registration.
I. On trailers other than those commonly known as campers or mobile
homes, (flatbed trailers), sold by a company or individual not licensed as an
automobile or truck dealer, to another company or individual who plans to
transport the trailer to another state for registration in that state.
J. In case of emergency, the Administrator for Motor Vehicles or his designee
determines that without issuance, an extreme hardship would be brought
upon the owner of said vehicle.
II.
These Temporary license plates may be used in any purpose or manner which
the Administrator for Motor Vehicles, in his official capacity, may deem fit,
under the law of the State of Rhode Island.
2.2 – DESCRIPTION AND DESIGN OF TEMPORARY LICENSE PLATES
a. Temporary License Plates shall be of such design and shall bear
the letter “T” followed by four (4) digits.
b. Temporary License Plates shall be made of cardboard with white
background and green letters and numbers; there shall be no
duplication of identification.
2.3 – APPLICATION AND FEE FOR TEMPORARY LICENSE PLATES
a. A temporary license plate shall be issued upon application upon
forms furnished by the Division of Motor Vehicles.
b. The fee for processing said application and issuance of each Temporary License
Plate shall be One ($1.00) or as required by Rhode Island General Laws.
2.4 – SEVERABILITY
These Rules and Regulations are hereby declared to be severale, and if any portion of
these Rules and Regulations shall at any time be declared to be unenforceable or illegal, no
other portion of such rules shall be affected thereby.
