(401) 222-2599 7th EDITION STATEMENT OF NEED Pursuant to the State Building Code Chapter 23, Title 27.3, the Building Code Standards Committee has promulgated Regulation SBC-4, as amended, dated April 1, 1998. In accordance with section 23-27.3-109.1 paragraphs 1-4 of the Code, the Committee has the authority to adopt appropriate rules and regulations when necessary to maintain the State Building Code current with national model codes and standards. Cirillo Public Member State Building Commissioner, Executive Secretary MECHANICAL CODE REGULATION SBC-4 April 1, 1998 The Building Code Standards Committee, in accordance with the rule making authority of Title 23, Chapter 27.3 Section 109.1 paragraph 1 through 4 inclusive, have formally adopted and promulgated the provisions of the International Mechanical Code, 1996 edition, as published by the International Code Council (ICC) as the State Mechanical Code for the design and installation of all mechanical systems, with the existing code amendments and the amendments thereto hereinafter set forth to the articles and sections of said Code. CHAPTER 1 ADMINISTRATION The following Rhode Island amendments are made to the sections of Chapter 1: Revise section 101.1, Title, to read as follows: 101.1 Title. These regulations shall be known as Mechanical Code Regulation SBC-4, hereafter referred to as “this code.” Delete I.M.C. Sections 103 through 109.7 in their entirety without substitution. M1-1 CHAPTER 3 GENERAL REGULATIONS The following Rhode Island amendment is made to the section of Chapter 3: Revise 301.6, Conflicts, to read: 301.6 Conflicts. Where conflicts between this code and the condition of listing or the manufacturer's installation instructions occur, the conditions of listing shall apply. Add Section M-301.8.1 "Prohibited Connections" to Blue Page M3-1 and read as follows: 301.8.1 Prohibited Connections: The use of potable water as an open loop, single pass heat exchange fluid for the refrigeration cycle of HVAC equipment is prohibited. M3-1 CHAPTER 6 DUCT SYSTEMS The following Rhode Island amendment is made to the sections of Chapter 6: Revise I.M.C. Section 606.4, Controls Operation, to read as follows: 606.4 Controls Operation. Upon activation, the smoke detector shall signal a trouble alarm. Air....detector. M6-1 CHAPTER 10 BOILERS, WATER HEATERS AND PRESSURE VESSELS The following Rhode Island amendment is made to the sections of Chapter 10: Add Exception #8 to Section 1001.1 as follows: 8. Permits for steam and water boiler installation and repairs of boilers over 200,000 BTUs for commercial uses and 400,000 BTUs for private residences or apartments shall be issued by the Department of Labor, Division of Occupational Safety, Boiler Unit. M10-1 CHAPTER 14 FUEL OIL PIPING AND STORAGE The following Rhode Island amendment is made to the sections of Chapter 14: Amend IMC Section 1401.2.2, Maximum inside fuel oil storage, as follows: 1401.2.2 Maximum inside fuel oil storage. Where connected to a fuel-oil piping system, the maximum amount of fuel oil storage allowed inside any building shall be 1,320 gallons (4,997L). The maximum amount of oil connected to any one (1) appliance shall be 660 gallons (2,498L). Where the amount of fuel oil stored inside a building exceeds 1,320 gallons (4,997L), the storage area shall be in compliance with the building code. Add section M-1401.2.4 the blue page M14-1 to read as follows: 1401.2.4 Fuel Oil Supply and Vent Piping: Fill and vent lines for above ground fuel oil storage tanks shall be a minimum of 1 1/4" in diameter for single storage tanks up to 500 gallons capacity.
