STATEMENT OF NEED
Pursuant to the State Building Code Chapter 23, Title 27.3, the Building Code Standards
Committee has promulgated Regulation SBC-8, as amended, dated April 1, 1998. In accordance
with section 23-27.3-109.1 paragraphs 1-4 of the Code, the Committee has the authority to adopt
appropriate rules and regulations when necessary to maintain the State Building Code current
with national model codes and standards.

The Building Code Standards Committee, in accordance with the rule
making authority of Title 23, Chapter 27.3, Section 109.1,
paragraphs 1 through 4 inclusive, have formally adopted and
promulgated as the Rhode Island State Energy Code, the CABO Model
Energy Code 1995 edition, as published jointly by the Building
Officials and Code Administrators International, Inc.; the
International Conference of Building Officials; and the Southern
Building Code Congress International, Inc., together with the
existing State Building Code amendments and the amendments thereto
hereinafter set forth to the chapters and sections of said Code.
CHAPTER 1
The following Rhode Island amendment is made to this section of
Chapter 1:
Revise section 101.1 Title as follows
101.1 Title: This code shall be known as the Rhode Island State
Energy Code and may be cited as such. It is referred to
herein as “this code”.

Notes to Table 602.0
1.
These values may be used when the doors and windows do not
exceed fifteen (15%) percent of the gross exterior wall area.
When doors and windows exceed fifteen (15%) percent of the gross
wall area, the maximum “R” value for the entire wall element shall
increase to 13.0 or the requirements in Chapter 5 of this code
shall apply.
2.
Insulation may be omitted from floors over unheated areas
when foundation walls are provided with a "R" value of eleven
(11.0). Perimeter insulation must extend to four (4'-0") feet
below grade or to the top of the footing, whichever is the less.

vertically for twenty-four (24) inches from grade.

Sliding glass doors shall be considered windows for the
purpose of this table. One solid, hollow or decorative wood door
can be substituted for the required R-3.0 door.
5.
Roof/ceiling assemblies in which the finished interior
surface is the underside of the roof sheathing, or where a
"Cathedral Ceiling" or sloped roof/ceiling assemblies are used,
shall have a minimum "R" value of nineteen (19.0) for the
insulation, provided an insulation with a "R" value of thirteen
(13.0) is used in all exterior walls.
6.
Light wall construction is defined as concrete or masonry
walls having a weight of less than 30 pounds per square foot and
solid wood walls having a weight of less than 20 pounds per square
foot. Heavy walls are those walls with weights greater than light
walls.
7.
Skylights are permitted in the roof/ceiling assembly provided
the R-value of the skylight is at least 3.0 and the area of
skylights does not exceed 5% of the total roof/ceiling assembly
area.
