Richardson, CPC~ Director SUBJECT: Revised Loss Cost Multiplier Filings Bulletin Supplement Rescinds and Withdraws Bulletin 2007-13a DATE: October 8, 2007 This serves as a supplement to Bulletin 2007-13. It addresses questions that the Department has received and clarifies the intent and the purpose of Bulletin 2007 -13a. It also supersedes and replaces Bulletin 2007 -13a which is hereby rescinded and withdrawn. S.C. Code Ann. Reg. 69-64 requires insurers writing workers' compensation insurance coverage to maintain desk file copies of rate and form filings. These desk file copies are to be presented to the Department upon request. Accordingly, this Bulletin requires all insurers actively writing workers' compensation insurance coverage to submit the desk file copy of its loss cost multiplier currently in force along with all supporting documentation to the Department of Insurance within 60 days of the date of this bulletin. Submitting the desk file copy to the Department does not constitute a new rate filing. However, rate changes do constitute a new filing. Therefore, insurers making a rate change including, but not limited to, adopting a new loss cost or loss cost multiplier must submit the Form 2007a, along with all supporting data to the Department for review and approval.
