A. Service: All notices, findings of fact, opinions and orders required to be served by the Administrator and all documents filed by any party may be served by mail, and service shall be deemed complete when a true copy of such paper or document, properly addressed and stamped, is deposited in the United States mail. B. Proof of Service: On all documents required to be served there may appear an acknowledgement or affidavit of service or the following certificate: I hereby certify that I have this day served the foregoing document upon all parties of record in this proceeding (by delivering a copy in person to __________) (by mailing a copy thereof, properly addressed, with postage prepaid, to) __________.
