S.C. Code Regs. 103-138. Restrictions, Limitations, and Terms

1. Restrictions, limitations, and terms will not be attached to any Certificate unless they are reasonable. 2. The commission is not, and cannot be, bound by restrictions agreed to by the parties unless approved by the commission, and no agreement shall be approved which achieves results inconsistent with the public interest and inimical to practical and effective regulation.
