Any addition, alteration, or repair may be made to any building or structure without requiring the existing building or structure to comply with all the requirements of the International Building Code, 2015 edition, if the addition, alteration, or repair conforms to that required for a new building or structure. Any addition or alteration that will cause the existing building or structure to become unsafe may not be made to an existing building or structure. An unsafe condition is considered to have been created if the addition or alteration causes the building or structure to become structurally unsafe or overloaded, will not provide sufficient egress or will obstruct existing exits, will create a fire hazard, will reduce required fire resistance, or will otherwise create conditions dangerous to human life.
