Promulgation of rules of procedure for elections and negotiations

The secretary of labor and regulation shall promulgate rules pursuant to chapter 1-26 to carry out the provisions of §§ 3-18-4 , 3-18-5 , and 3-18-8.1 . The rules shall specify: (1) The procedure to be used for the election to determine representation for formal recognition; and (2) The procedure to follow if negotiations reach an impasse.
