Flowers, Commissioner Department of Commerce and Insurance RE: Uniform Classification System, Uniform Experience Rating Plan and Manual Rules DT: October 21, 2003 The purpose of this Bulletin is to clarify any misconceptions as to the Department's position with respect to the rates used by workers' compensation self-insurance groups in this State. Pursuant to Rule 0780-1-54-.15(1) every workers' compensation self-insurance group shall adhere to a uniform classification system, uniform experience rating plans, and manual rules approved by the Commissioner. It is and has been the position of this Department that all rates used by the workers' compensation self-insurance groups in this State are to adhere to the uniform classification system, uniform experience rating plans, and manual rules published by the National Council on Compensation Insurance (NCCI).
