Purpose And Authority

Purpose. The rules in this Chapter are promulgated to implement T.C.A. §§ 7-92-101 et seq.,
as enacted relative to Tourism Development Zones, 2026 Pub. Ch. 1024, for the purpose of
designating tourism development zones in Tennessee as economic protection zones. The
rules are designed to protect and stimulate economic activity by establishing uniform standards
for access, public property use, and public safety within economic protection zones.

Scope. This Chapter 1670-08-01 applies uniformly to all tourism development zones
designated pursuant to T.C.A. § 7-88-103, throughout the State of Tennessee.

Supremacy of Transportation Authority. These rules do not supersede, alter, or limit the
regulatory authority of the Department of Transportation over the state highway rights-of-way
or to regulate activities within its jurisdiction.
(4)
Jurisdiction of the Tennessee Highway Patrol. Having concurrent enforcement authority with
local law enforcement agencies, the Tennessee Highway Patrol may facilitate temporary, or
emergency road closures as set forward in Rules 1670-08-01-.04 and 1670-08-01-.05. When
acting in this capacity, the Tennessee Highway Patrol shall notify the local law enforcement
agency.
