Purpose

The purpose of these rules is to provide regulatory guidance for assessing civil penalties pursuant to
T.C.A. § 68-1-113. The rules apply only to nursing homes as defined at T.C.A. § 68-11-201 and licensed
by the department for the purpose of assisting in enforcing compliance with Title VI of the Civil Rights Act
of 1964, as amended and requirements of Linton v. Commissioner, M.D. Tenn., No. 3-87-0941.
