(1) Normally when an intrastate benefit appeal is made, the hearings shall be scheduled near the place of the claimant’s residence or conducted by telephone. (2) If a hearing near the claimant’s place of residence would cause undue hardship on one or more parties then separate hearings may be scheduled at the discretion of the Appeals Referee or the Board of Review. If separate hearings are scheduled then: (a) a transcript or recording of testimony given at the first hearing shall be mailed to the absent interested party with the notice of the second hearing without cost to the said party, (b) any interested party may submit written interrogatories to any individual whose testimony appears in said transcript, and (c) if it appears to the Appeals Referee that rebuttal testimony is necessary, an additional hearing may be scheduled for that purpose upon the request of any party.
