(1) Under normal conditions of use of water, the pressure at a customer’s service connection shall be not less than twenty-five (25) psig. (2) Pressure outside the limits specified will not be considered a violation when the variations: (a) Arise from the action of the elements; (b) Are infrequent fluctuations not exceeding five (5) minutes’ duration; (c) Arise from service interruptions; (d) Are from causes beyond the control of the utility. (3) Each utility shall, subject to the approval of the Commission, adopt and maintain a standard pressure in its distribution system at locations to be designated as the point or points of standard pressure.
