Powers of commissioner

The commissioner has the power and authority to enforce this part, including the power to promulgate reasonable rules and regulations, including, but not limited to: (1) Diagnostic categories that will be used; (2) Information that major purchasers may receive; (3) Fees that major purchasers may reasonably be charged for data requests; (4) Conditions under which data may be deemed to be reasonably available; (5) Information that must be reported and in what format or form; and (6) Any other matter necessary to implement this part.
