Home Bulletins 2008 Bulletins cc45.html July 31, 2008 To:   All insurers providing motor vehicle liability insurance in Texas Re:   Financial Responsibility Verification Program The purpose of this bulletin is to inform insurers that the Texas Financial Responsibility Verification Program (FRVP) Reporting Guide and User Manual (user manual), which provides technical guidance to insurers on compliance with the requirements and procedures specified in the FRVP rules (28 TAC §§5.601 - 5.611), has been updated. The updates are outlined in Appendix 1 of the Reporting Guide and User Manual, Version 1.4 . The updated version of the user manual provides additional guidance for data submissions (section VI.A.2) and revises guidance concerning the error correction process related to unmatched data files (sections VI.D.1.b and VI.D.1.c, Reporting Guide and User Manual, Version 1.3 ) because the State and/or the vendor, HDI Solutions Inc., instead of insurers, will now be contacting drivers regarding unmatched data. The updated version of the user manual may be obtained from the Property and Casualty General Management Section of the Texas Department of Insurance (Department), Mail Code 105-5F, P.O.
