SUBJECT: Distribution of the 1996 Texas Workers' Compensation Financial Call Plan
Dear Sir or Madam:
Enclosed you will find the revised 1996 copy of the Texas Workers' Compensation Financial Call (TXWCFC) Plan. The plan was approved by the Texas State Board of Insurance under Order #60155. It is a required annual call for workers' compensation data that is due to the Texas Department of Insurance (TDI) by April 1, of each year.
Please note the following changes in the reporting instructions for the 1996 call:
- A new reporting supplement, Supplement S, has been added as a requirement for hard copy submission only. Supplement S is designed to provide the department with additional information regarding schedule rating modifications and small premium incentive plan modifications. Please refer to Section 2, page 26, for more information. Companies that have not filed a schedule rating plan with this department for use with workers' compensation and do not write small employers as defined in Article 5.55B of the Texas Insurance Code, should file Supplement S as a "none" report.
- The instructions for Line H of column 20 of Call 5 - Supplement and Call 5A - Supplement have been revised. See Section 2, page 24.
- Instructions regarding the reporting of small premium deductible policies has been clarified. As noted in Section 2, page 5, all experience for small deductible policies is to be reported on a gross basis. This is not actually a change from last year, simply a clarification.
The TXWCFC data entry and validation programs will be mailed under separate cover by March 1.

The attached "Acknowledgment of Receipt" must be completed and returned to TDI by March 1, 1996. The Texas Department of Insurance has addressed this letter to the Point of Contact (POC) indicated on the 1995 TXWCFC submission. If TDI has not been notified of a change to a new POC, please indicate this change, including phone number and address, on the "Acknowledgment of Receipt". Also attached is a list of companies for which TDI expects to received TXWCFC data. If a company is listed for which you will not be reporting, please indicate this on the "Acknowledgment of Receipt".
