Please read carefully and distribute to appropriate
personnel handling statistical reporting.
Commissioner’s Orders Nos. 99-0857 and 99-0858, issued on June 16, 1999, adopted
amendments to the Texas Statistical Plan for Residential Risks (Stat Plan) as proposed by
the staff of the Texas Department of Insurance. The Commissioner adopted amendments
to: add a field to capture experience for the Texas Windstorm Insurance Association
(TWIA) building code premium credits; add the ability to code and report multiple optional
credits for Dwelling coverage; add a new field for Law and Ordinance coverage; and
remove the Texas Place Code Listing from the statistical plan and reference it as a separate
document. The Commissioner also adopted a proposal by the American Insurance
Association (AIA), with changes recommended by staff, to limit the reporting of Roof
Construction to policies, both new and renewal, which receive a premium credit for hailresistant roof coverings. Also, one additional roof construction type, called “metal (specific
type unknown)” was added to alleviate concerns that some homeowners would not be able
to identify specific types of metal roofs.
All amendments and associated changes to the Stat Plan reporting requirements are
effective for the reporting of 3rd quarter 1999 experience. Please note that the reporting of
Roof Construction information for the 1st and 2nd quarters of 1999 will only be enforced for
policies that received a premium credit for hail-resistant roof coverings. Please replace the
current same numbered pages with the attached revised pages in the Stat Plan. Changes are
noted with strike-through or underline marks as applicable.
