(1) Grant awards may be prioritized to: (a) Students who demonstrate financial need; and (b) Continuing students to allow those students to receive funding through the length of their academic program. (2) The institution may reduce the grant amount based on other grants and scholarships. (3) An institution shall establish criteria to assess an applicant's financial need. The criteria shall use quantifiable, need-based measures. For example, institutions may establish a range with a minimum and maximum need index based on the Free Application for Federal Student Aid or Board approved alternative financial form within which an eligible recipient's expected contribution must fall to be eligible for an award.
