R907-66-12. Notice to Proceed

The Department will not pay for any work: (1) the Department has not authorized in writing; (2) the Consultant performs before the Department has an effective, fully executed contract with the Consultant; or (3) the Consultant performs before the Department authorizes the Consultant to begin work by issuing a notice to proceed or similar writing.
