The retailer shall be prohibited from selling a non-manufacturer sealed electronic cigarette substance or a manufacturer sealed electronic cigarette product to the consumer if the product exceeds: (1) 4% nicotine by weight per container; or (2) a nicotine concentration of 40 mg/mL.
