The lieutenant governor shall create and publish to the lieutenant governor's website instructions on how a person may: (1) qualify a local initiative for the ballot under Part 5, Local Initiatives - Procedures; or (2) qualify a local referendum for the ballot under Part 6, Local Referenda - Procedures.
